GENERAL DESCRIPTION:
Under limited supervision, administers Recreation Programs and division operations, ensuring all programs meeting public expectations for quality recreational services. Performs responsible, professional work in planning, development, coordination, supervision, and management of the City’s Recreation programs, special events and senior programs. Manages and schedules recreation fields and facilities. Develops long-range plans for program growth and development to meet the needs of a growing community. Supervises and reviews the work of subordinate personnel. Reports to the Recreation Manager and Director of Parks and Recreation.
ESSENTIAL JOB FUNCTIONS:
1. Plans, coordinates and supervises the activities and personnel for Recreation, Sports and Senior Programs, ensuring compliance with all applicable policies, procedures, laws, regulations, and standards of quality and safety.
2. Follows all City & Department policies and procedures.
3. Plans, organizes and directs Summer Camps and City special events. Works with outside groups to plan other non-City including Highland Games and several others.
4. Manages any and all fields & facilities. Schedules leagues, tournaments, rentals, & community functions. Collects any program or rental fees and manages appropriate budget s, deposits and reports associated with responsibilities. Coordinates the maintenance schedule & contract and staffs the facilities.
5. Supervises the daily activities of part-time personnel;
assigns work and establishes work schedules; directs and supervises duties of assigned staff & volunteers.
Supervisory duties include instructing, assigning, reviewing and planning work of others, maintaining standards, coordinating activities, allocating personnel, recommending the selection of new e mployees, acting on employee problems, recommending employee transfers, promotions and discipline.
6. Reviews the work of part-time personnel for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
7. Assists Recreation Manager in developing department goals & objectives.
Develops strategic partnerships and alliances with local town center businesses, non-profit organizations, community groups, other government agencies, etc., as necessary to build strong communities in Winter Springs.
8. Ensures the implementation of effective publicity and marketing efforts to maximize community awareness of and participation department programs & events. Promotes programs & events through social media outlet for City of Winter Springs.
9. Prepares and monitors programs and special event budgets; monitors revenue and expenditures.
10. Seeks and recommends alternative funding sources.
11. Analyzes the cost-effectiveness and reve nue potential of all recreation programs; prepares revenue and expenditure forecasts for each recreation program.
12. Prepares payroll for all vendors, instructors and seasonal staff.
13. Prepares check requests for programs.
14. Receives and responds to inquires, concerns and complaints of citizens regarding youth and adult programs, policies and/or personnel.
15. Attends community meetings and events as appropriate.
16. Performs general administrative/office duties as required, including conducting and attending meetings, preparing reports and correspondence, etc.
17. Keeps abreast of trends and issues in public recreation by reading professional publications and attending conferences, workshops, etc.
18. Responsible for various records and reports including contracts, agreements, check requests, purchase orders, budget documents, incident/accident reports, memos, correspondence, etc.
19. Operates a variety of equipment such as a computer, printer, calculator, copier, fax ma chine, telephone, sound system, etc.
20. Interacts and communicates with various groups, schools and individuals such as the immediate supervisor, other City division heads and personnel, subordinates, sales representative, business owners, community leaders/civic organizations, community organizations, customers, elected officials, consultants, contractors, various government agencies, news media and the general public.

MINIMUM QUALIFICATIONS:
KNOWLEDGE, ABILITIES AND SKILLS:
Knowledge of the fundamentals of recreation, types of material, equipment and
Facilities needed to carry out planned programs and activities. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to define problems, collects dat a, establish facts, and draw valid conclusions. Skills in planning, organizing, and implementing special activities. Skills in coordinating and supervising a wide range of community recreational programs for all ages involving all facets of recreation. Skills in computers and public speaking. Must possess good leadership, teamwork, fiscal responsibility, excellence and customer service skills.
EDUCATION AND EXPERIENCE:
High school graduate or possession of an acceptable equivale ncy diploma.
Preferred- Education supplemented by a four-year degree in Recreation or related field and/or Three (3) years working as a Recreation Coordinator in planning, organizing and implementing recreational, cultural and social events for the general public and youth groups.
LICENSES, CERTIFICATIONS OR REGISTRATIONS:
Valid Florida Driver’s License

Ab ility to communicate both orally and in writing.
Light to heavy (15 to over 50 pounds) lifting and carrying.
