GENERAL DESCRIPTION :
This is an important position responsible for the management and supervision of the Accounting Division. Work is performed under the general direction of the Finance Director.
ESSENTIAL JOB FUNCTIONS:
-Responsible for managing and supervising the Accounting Division.
-Perform general ledger accounting.
-Prepare monthly financial stat ements and variance analysis.
-Coordinate the annual audit. Prepare audit work papers and the annual CAFR.
-Prepare and monitor annual budget.
-Develop policies/procedures.
-Perform internal audits.
-Prepare special reports, analysis and management studies as requested.
-Prepare applicable material for Commission meetings. Attends and participates in Commission meetings if necessary.

MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS AND ABILITIES:
-Knowledge of governmental accounting principles and report preparation.
-Ability to analyze financial data and discern underlying management problems.
-Knowledge of modern management principles and practices.
-Knowledge of computer systems pertaining to financial management (present value, future value, amortization schedules…)
-Skill in use of PC’s for analysis and report development.
-Proficient in Excel, word and PowerPoint software applications.
-Ability to communicate effectively orally and in writing.
-Skill in making public presentations.
-Ability to lead and motivate a small department.
- Skill in developing employees and holding them accountable
EDUCATION AND EXPERIENCE:
Graduation from an accredited four-year college or university with a Bachelor's Degree in Accounting or a related field. (3) Three years experi ­ence operating in a progressively professional capacity.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:
Must be able to be bonded.
ESSENTIAL PHYSICAL SKILLS:

-Ability to communicate effectively both orally and in writing.
