GENERAL DESCRIPTION:
A professional position requiring a high degree of self-motivation and independent judgment. The work involves direct interaction with representatives of the development community in the coordination of land use activities. Work is performed under the general supervision of the Community Development Director.

ESSENTIAL JOB FUNCTIONS:

•Reviews preliminary and final development plans and permit applications for compliance with the City’s Code of Ordinances and Comprehensive Plan.
•Coordinates development reviews for the Land Development Review Committee including coordination of both internal and external personnel resources.
•Provides technical assessment of the impacts of land use for both current and long range planning activities.
•Obtains data and performs analysis to support the Comprehensive Plan and associated stu dies.
•Researches, compiles, and updates demographic information for internal use as well as distribution to the general public.
•Assists applicants with the submittal of various planning and permit applications, and also assists property owners and others with the application of future land use designations.
•Conducts meetings with applicants, development professionals, and/or citizen groups as warranted.
•Provides City Planning information to residents, contractors, developers, design prof essionals, various city departments, and others.
•Prepares written staff reports and routinely makes presentations to the City Commission, Planning & Zoning Board, and other boards and committees
•Provides technical review of planning and land use activities in the areas of zoning, site plan design, landscape architecture, architecture, traditional neighborhood development/historic preservation, and neighborhood planning for compliance with the City’s Codes and Comprehensive Plan.
•Performs s pecial studies on assigned subjects. Such studies may include, but are not limited to, formulation of the task, setting forth a work program, seeking necessary resources, working with citizen and staff advisory groups, preparation of final reports, and formal presentation of findings.

MINIMUM QUALIFICATIONS:

SSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

•Knowledge of the objectives associated with both long range and current planning activities.
•Knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to local planning and development efforts.
•Knowledge of planning theories, subdivision laws, site planning, zoning, comprehensive planning principles, etc.
•Knowledge of Traditional Neighborhood Development principles and practices.
•Ability to interpret rules, regulations, and policies for effective decision-making in accordance with established precedent and operating policy.
•Ability to communicate effectively in both written and verbal form.
•Ability to deal effectively with the public and provide a high level of customer service.
•Ability to write concisely and to follow technical formats.
•Ability to perform technical research and documentation on a variety of land development topics.
•Ability to give oral presen tations.
•Ability to organize and administer technical research and review activities.
•Ability to establish and maintain effective working relationships and communications with both internal and external customers, industry professionals, co-workers, and the public.
•Ability to organize work, establish priorities, meet deadlines, and complete assignments with minimal direction.
•Ability to interpret a variety of instructions in written, oral, and diagrammatic formats.
•Ability to use Micro soft Office productivity products in a computer network environment.
•Ability to use ArcMap GIS software to find information and create basic maps

EDUCATION AND EXPERIENCE:
Graduation from an accredited four year college or university with a Master’s Degree in Planning, or a closely related field, with three (3) years of experience in planning; or an undergraduate degree in Planning, or a closely related field, with five (5) years of experience in planning.

In limited circumstances, th e minimum qualifications may be substituted for relevant education and/or work experience.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:
A.I.C.P. Certification must be obtained within two (2) years of hire date with the City.

ESSENTIAL PHYSICAL SKILLS:
-Acceptable eyesight (with or without correction).
-Ability to access, input and retrieve information from a computer.
-Ability to communicate in both written and verbal forms.

ENVIRONMENTAL CONDITIONS:
-Works inside in an office envir onment.
